After an interval of more four 8 months of silence I found the 14 July 1807
business, by virtue of some to seem invisible and inscrutable 10 March 1808
persons, conveyed from the Somerset Place to the Adelphi.
There From a gentleman who had has a name —
Secretary and officiating by his own account in the character of Secretary
to some persons, existing or not existing, who
if they do exist, are termed constitute in their collective capacity Waters to J.B.
Com what is called a Board but whose C Audit Office Adelphi

names as occupying acting in the local situation in question
viz. the office at the Adelphi; I have in vain
looked for in the Court Calendar. I received 10 March 1808
a paper (a paper of Observations and Queries on
my Account) signed to my satisfaction by another a
gentleman who has a name, viz. Mr
Chief Inspector Whitcomb: to whom by the Commissioners
sitting there, if any such persons do exist
and do sit there, I take for granted the business
was committed in due and customary accustomed form, committed.

Of the communications thus made to me mention
has been already hereinabove made as constituting the ground
of the Charges which for self protection what the duty of and self preservation rendered I found it so
necessary for me to make. To queries put for no
other purpose than obedience, answers none: information
none; assistance none; dark limits and miseries in abundance. My
books and papers kept

needlessness and irrelevancy of which had then stood pre-attested in the pre-certified
