As in The consideration
of this anonymousness
and invisibility,
and
thence of the irresponsibility
is
that which has
occasioned J.B.
to step as far out
of the ordinary
course as to
address the Board
at large in its chief
seat

Not being In the above mentioned Letters in which
the existence of the gentlemen in question, and that in the attitude/act of "direction" spoken of and assumed, not
being able to discover any other symptoms of existence
at the same time having the advantage of seeing
one Gentleman, viz. Mr Chief Inspector, of whose
existence I was but too well assured had had but two convincing/impressive proofs and of whose
existence, on the occasion in question in the act of
direction I could not but entertain suspicions and
observing his to be a situation, which howsoever efficient as it is
is not yet quite so high as to please him in appearance at least altogether
above the reach of complaint, I perceived the necessity
of entering that course doing that if I did any thing,
and of supposing complaint to offer any pr adequate
prospect chance of success, and to be accordingly reverted
upon, of taking him for the object [of it
object] against whom towards which it should be directed.

The visible,
and thence the
apparent responsibility
of
the subordinate
(the Inspector) was did
not seem sufficient to
produce effective
responsibility
any where,
which his immediate
superiors
to whom when any
complaint could be regularly made, were thus irresponsible.

But to present in case of complaint an adequate prospect of
success, it is not sufficient that complaint should
have a proper object — that is a proper person for its object —
it is necessary moreover, that it have in view
a judicatory, source of relief/redress from which in the event of its being on the supposition of its justice
found just, redress may with a reasonable ground
for assurance expectation be expected.
