In the case of the
judicatory, the
Judges, being

invisible, and irresponsible — do
not like the Westminster
Hall Judges
give reasons.
Two circumstances there are, In the situation such as that in question either of which would
in itself be sufficient to render such a result
if not altogether assured, certain at any rate preponderantly more probable than could be wished
probable. The incognito under which they act, and
were supposing the incognito veil of secrecy removed: the exemption
from the obligation of giving reasons.
