The Historical cases of the Act
may be seen through the
Act itself.
Mischief undue
allowance of them
to favourites.
No mischief is
ever prevented.
Therefore mischief
of this sort had been
exemplified.

Through the medium of this law, as of most so many other
laws, history, I am much inclined to think, may
be discreet. By men in office, misconduct, in any part shape, on the
part of other men in office — an officer under them, and consequently
on the same side — is not apt, before it has been exemplified,
to be regarded as probable practically speaking
possible: at least not probable enough to be worth guarding
against. It is not small common manifestation of discernment
if they can bring themselves to credit the existence, nor
of candour, if they can bring themselves to acknowledge,
the existence of it, when staring them in the face.

"Loss or and distinction" if papers are accidents which
in different circumstances situations are liable to be produced
by different causes and considerations: sometimes because they prove
too much; sometimes because they do not prove enough.
In some instances that had extracted observation To some
persons whose worth and merit had had the good fortune been fortunate enough
to l be made known by some particular connection
or acquaintance to the Commissioners for the
time being, in some instance that had been unfortunate
enough to attract notice an accident of
this nature had happened. So goo far so good: but
the purpose of the turmoil (being the purpose by which
the largest portion of gentlemen's attention is of course occupied)
having been answered, prudence, lest the troublesome
people on the wrong side should take their advantage
suggested whispered that it might be as well such
things should not be to be done a second time, or at any
rate not so frequently as to give afford any such advantage.

To wait till certain
sheds have,
or at the least till
one little shed has, been
stolen, is a sort of
policy which I
according to such observation
as it has
fallen in my way
to make, "has been
not only generally
pursued by frequently
avowed. To entertain
any apprehension,
that lest a man
whose attention may which it
at the time affords
him the means of doing
wrong without inconvenience
may
make it matter of convenience
to him to do
wrong, should accordingly
do wrong, is
one if the numbers of those concerts
which among men of
business and practice
rejected with due condign
disdain under the
name of theory or
speculation.
