The private branch
has neither that
remedy nor any
other to save it
from sacrifice.

There remains that branch of duty which regards the
interest of individuals: and this branch being too
to engage the attention of eyes so highly situated seated,
remains still in mercy, in such measures nothing
having as yet been done to save this from sacrifice
to save this minor inferior from that fate which at so early a period
was seen found to have overtaken the major superior branch.

One branch of business being taken out of their its hands gentlemen personal connivance
make themselves itself amends at the expence of that which is left.

The remedy proposed
by J.B. applies
to both branches

By the expedient which I have thus been venturing
to suggest propose is one the utility of which as applied to
both branches has been certified by a most extensive
course of experience.

By Board judgment
might be pronounced
publicly, after
argument, and
with reasons given
as in the Exchequer.

By the Court of Exchequer no such allowance would
now be given but after hearing in open arguments,
in open Court and by decisions pronounced grounded as usual, on
reasons given by the deciding Judges.
