10 V. Responsibility
Of To the uses of responsibility and its main instrument,
publicity, relation being had to the interest
and service of the public, reference has been made
above. Correspondent to the interest which the public
has in the application establishment of these two principles, is the
interest which all such individuals whose interest
happens to find itself opposite in opposition to that of the public has
in the establishment and application of the two opposite
principles — irresponsibility and impublicity.
In every official situation of public trust it is the interest
of the trustee to have it in his power, on each occasion,
to obey sacrifice to the impulse of the personal interest of the moment occasion
to the prejudice of the interest of the trust office: according
to the nature of the trust office to obtain
encrease of profit, power, dignity or howsoever ill deserved reputation
for himself and friends, as also upon occasion
the faculty of wounding to adversaries: and whatever
be the particular nature of the Office, to obtain and decree
against all dangers of disturbance the
of case.
Proportionate therefore to the improbity of the Officer,
in whatever of all those shapes it has place is the interest which he has in the establishment and
so far as concerns/his office is concerned, the all comprehensive application of the two so intimately connected principles
of irresponsibility and impublicity.
