To incapacity at any rate, in so far as accompanied with self- consciousness the establishment and application of
these principles is not more less serviceable than to
improbity. In proportion Proportionate to the degree of incapacity
is the chance which the it has of being discovered by publicity brought to light
and brought to thence to proportionably frequent
terminating perhaps at length (such being the effect of the responsibility) in dismissal, disguised
or not disguised under the veil of resignation.

Proportioned Proportionate to the degree of impublicity and irresponsibility
is the assurance degree of security which incapacity has of
escaping all such unpleasant consequences.

Proportioned again Correspondent again though not exactly proportionate to the use utility of irresponsibility
and impublicity and irresponsibility to dishonest improbity
and incapacity incapable persons in the situation of the incumbent,
ser is the utility of these same cloaks to congenial
improbity and incapacity in the situation
of the patron of the possessor of that superior office
to which it belongs to find occupants for the inferior
one.

It is the interest of every such patron that in each every
Office lying at his disposal the range for improbity
in every shape (so long as the blame of it does not
move it upwards so as to strike against himself) shall be
as pleasant and as wide, and as secure from against every thing of the nature of check or punishment
as possible: it is his interest that the harbour it
affords for incapacity should likewise at any rate be as spatious
and as secure as possible.
