14 V. Responsibility

To remove take to pieces his screen by substituting single handed
management to Board management may perhaps not
be within the power of the office, that of its
present occupants occupants, in the present instance.

But what has does, it is supposed, be within
their power, is so to order matters that in the instance
of such their office publicity and consequent
responsibility, publicity responsibility by means and in respect of real publicity
shall be at that degree of perfection which is consistent
with the existence of a Board — with the continuance
of the business in the hands of a Board.
