Appeal is no
adequate succedaneum
to individual
responsibility.

The Commission taken in the aggregate, has
(I think I have heard) so ordered matters, as to include
in addition to a judicatory, or assemblage of co-ordinate
judicatories sitting in the first instance, a Court judicatory
of Appeal.

[So at least I think I have heard, and in
that head, as on every other relative to the constitution
and practice of the Commission, more recoll incorrectness
so long as it is not intentional is a failing from in respect of
which on the part of an individual, stationed as I
am without doors, without any means of avoiding
it, no apology is due.]

Better certainly and for reasons too obvious to need speaking of this chance of redress, such as it is than none
at all. But, although if instead of two stages of judicature whereof
one of appeal, there were half a dozen — composed of Judges all sitting
on the same and acting, like felons under the Black Act
in a state of equal factitious darkness, good behaviour
can never, out of a state of darkness, howsoever modified
receive be provided for by a security equal to that which would be
asserted by so simple an expedient as that of drawing
up the curtain, and so ordering matters that the scene
of action shall lie be in the light. A

A representative Committee of the public capable of answering on their behalf to this positive effect
the purpose of the public at large can never be composed formed
out of two persons be they who they may, linked together
by one common interest, and that, in to the purpose in
question, [very different from] [+] very far indeed from being
exactly coincident
with
widely differing that of the public at large.
