but which are not likely
to be committed.

To what probable or ordinary purpose should this secret
mode of registration have operate in the character of an efficient
check of responsibility.

1. Transgressions punishable
by impeachment

To the purpose of impeachment? Were the Members
for argument's sake any or all of them desirous ever ambitious, ever so
eagerly ambitious of one illustration of that sort, it will would
not be any very easy matter merely to shew by what
means they could afford themselves any takeable chance
of obtaining gratifying it.

How should they? Is it human nature for man to take
powers to make evidence against himself

at? Would On an Information would the King's Bench grant
an order for any such purpose? command self any such self convicting act? But to my expectation I must
confess: principles enough I know of that forbid it: and I know
of none that favour it.

3. Information, Deletion is not
probable either from
Members or subordinates

3. In the case of a supposed defamation, the preliminary rule
to shew cause, by what means adequate efficient cause is it to be produced?
None such can I descry. On motion for Information, a
rule to shew cause is not granted but upon affidavits,
and though the facts were known to thousands not one could
be compelled to make us join in an affidavit for the testification
of it? On For this preliminary occasion, whatever the evidence
supposing any to come, need all of it have come from voluntary
hands lips: and these voluntary hands, in what quarter region, superior or inferior of the
office would they be to be looked for?
