Butt's Board
was rendered inefficient
by the same causes

Before the present Board in its present form was
established, there existed I understand, another Board
with functions assigned to it of the same nature, and
acting under the same or an equivalent name. It was
filled with gentlemen of acknowledged merit, for whose merit
the situation comprized in it answered the good purpose
of affording what was understood to be in a suitable reward,
a purpose which an official situation must be unfortunate
indeed if it ever fails to answer.

As to The offices which it afforded were filled it is said
with becoming dignity and open principles in which according to
[the regard due to] the convenience (to) the convenience
of that description class of persons whose convenience a preferable paramount
regard is universally understood to be due, was
not it never it has been said out of mind, never
failed to experience that regard which is so justly due.

the renovated Board
the public duty the infringement of it
public duty viz.
by indolence having
in the old instance attracted most observation,
will at first be least neglected:
but in turn,
under the both branches
will be equally weighted:

produce the same effects.

In that original primitive state of things the establishment both of the abovementioned
branches of official duty were observed it has been said, to
expressions about an equal share of regard.

In the present instance the favourite branch, if the Board gentlemen
have any either be the favourite, appears to be that which can
not be decreed to be the superior one. As yet/For the present That branch of
of it monopolizes/in monopolizing their regard, at any rate in some degree enjoys the benefit of it, said while

But a little while, and the same claims will be found productive
of the same effects. When the principle of present
convenience finds itself at liberty to in itself the power of governing to govern reign without controul
it will sooner or later exercise an individual empire. Both
branches of duty will experience the same regard: labours with
power to help sweeten it will be the lot of the interdicting
power, dignity and ease not forgetting salary will constitute the Benjamin mess mess in which superior
merit will find its reward.
