II. Vouchers not to be refunded without notice. warning

In a letter directed to the Accountants, signed "W.<hi rend="superscript">m Walter Secretary</hi>", and
dated "Audit Office Adelphi 14th July 1808," is this
passage - "it being unusual and contrary to the
"rules of this Office to part with any Vouchers that
"have been delivered in support of an Account." -

This being among the Rules of the Office (and
the giving a definition of the sort of thing called idea attached to the term
- Voucher may, occasionally it is submitted, be in practice prove an object
of no inconsiderable importance.

Without hesitation or reserve the Office is in it seems
the habit of calling for all these it appears to be within another of these Rules, to call upon an Query No. 1
Accountant " <hi rend="underline">to transmit to this Office the originals, or
authenticated copies of any Letters or communication
he may have received " ..... on the subject
of his Account: "from the Treasury" was says the limitation
clause which, on the individual occasion in question, the particular the nature
of the occasion happened to suggest.

In to competition with consequently a requisition to that any such effect if thought
proper fit to be complied with, to an Accountant not apprized of any such <add> impounding rule, as above, </add> the easiest and consequently the
most natural and f course, an Accountant can take and therein the course most likely
to be the sending to be taken, seems to be - the
transmitting the originals themselves; and that without
the trouble, and perhaps expense, of taking and presenting
copies: the consequence is - that, under this
and never communicated rule, the Accountant finds
himself absolutely divested of the property of the papers
so transmitted.
