On In all former occasions instances having the letters that dated
from that Office having come to me with the signature
of a determinate person, in the character of Secretary
to that Office, my answers had been of course
directed to be that Office indeed, but in particular to that the same genl gentleman, mentioning
at any rate his name, as also, if I misrecollect not,
his stile of Office. In this same Letter conv
(the Letter above quoted) signed by the same gentleman,
comes a Postscript in these words. P.S.
"Please to direct your answer to the Commissioners
"of Audit."

With On this intimation, polite as it was notwithstanding the its politeness
of the terms in its form in which it was counted I was perverse
enough, I must confess not to bestow a literal compliance.

To me, these Commissioners, supposing them to exist, were
and still continue so many intes ratianes. Even
though I had been were satisfied of their existence, a direction
so worded, would not wilingly, especially after the experience
I have had, found its way from my pen.
Opening a letter is the act of some one person. By
four pair of hands, in conjunction, (supposing for
example four Commissioners) it did not seem likely
to me that any such communication as I had to
make, would be opened. It would be opened - by On
somebody else, by any body, as it were by this or that person as it might happen, by nobody knows who -
in such manner that nobody would be responsible for
it, or for any such paper as might happen to be
inclosed with it.
