IV. Imposition of needless pecuniary charges to be prevented.
No power for subjecting the Suitors to any factitious
expense, whether either to the profit of the public or to the profit of the Of
Judges or their subordinates, is has by law been either given
or been intended to be given to the members of this judicatory.
Can therefore, it is submitted, be taken
by them, that, written in a direct nor in an indirect
way, such powers be exercised.
