The imposition by
wanton call for
stamps besides PO distant correspondence
with 2 bl
and 3 bl postage is
one of the charges.

In the shape of stamp duty besides the trouble as well
as expense of a correspondence, to be carried in by double and treble letters, with a distant
part of the country, by double and treble letters, an imposition,
which to my view presented itself as either wanton
or something worse, may be seen to forming the matter of
one of the Charges above spoken of.
