Reasons against Vouchers

The other tendency is, on the occasion of the species of documents
called a Voucher, whether of the nature of a Receipt or
of the nature of an Invoice, [ a tend in the in favour of
if the original individual receipt or invoice which of any,
was and at the very time of the transaction
or of therein spoken of ] a
a tendency to
a look upon the production exhibition of a contemporary declaration
as above described, as an operation to such a degree
n indispensible is at least requisite, as to be
that the of it is not to be effectually atoned for, by the
any other means: in so much that if or it happens
that no such contemporary document was ever framed,
or having been framed comes to be necessary ceases to be forthcoming, in such
manner that it can not be exhibited, no fresh declaration,
though made to the very effect of and concerning
the very transaction in question, and to the very effect in
question, and by the same person by whom the contemporary
declaration was made, or (as assumed) ought to
have been made, can be right to be admitted in its
stand: or that at any rate, if admitted, it ought not to be
admitted without giving occasion to such a degree
its existing that it ought along with it ought to be admitted such a suspicion of fraud, as to warrant
if not such ulterior scrutiny and research as without
a suspicion of that nature, would not have been
received .

As to The circumstances, which gave rise to a conception
of the prevalence of the tendencies here spoken of they may
be seen in the Accountants Answers to the papers of Observations and
Invoices by which these Answers were called for and produced.
The prevalence being in both instances for the purpose of the argument here assumed
the object is to here enquire into the reasonableness of it.
