Vouchers not the best
evidence

What the Accountant is well aware of, is - that,
for the r admission of evidence in a shape comparatively
so untrustworthy unsatisfactory , the Commissioners have a sufficient
warrant in the express words of an Act of Parliament
+ and that, in the tenor of the Act, so it happens, + 25.G.3.C.52. ff.23
that the words "a written voucher" stand before the words
"in other evidence."
But that in comparison of evidence presented in that
shape, to which bent Jury trial is indebted for so large
a portion of its popularity the attachment <add> so justly manifested to it evidence of in
so manifest obvious a degree expand to fro be tainted with
undiscoverable fraud and falsehood, should be regarded with an eye
of preference, is what neither law ordains, nor common
sense evidence.
