Vouchers not the best evidence

9
But - though these documents were sent in, to in contemplation of their serving as
far as they would go, in the character of vouchers - in the character of regular
vouchers, or in whatever other character, as presumable as
evidence of good faith, they might be found capable of
serving - they were not, replied upon even even within the sphere
of their respective application, relied upon as sole or sufficient,
or even preferable, evidence. the person so often spoken of,
(Mr Lloyd) stands on the face of this Account, spoken of
as a person capable by which evidence testimony presented in
whatever shape, it might be the pleasure of the Board
to indicate a much more particular, as well as in every
other account more sufficiently satisfactory account of the goods
so received, and the application made of them, would be
given, than any that could be given by any such
<add> list or lists, however dignified with the name of
Invoices and Vouchers.

Without these Vouchers - without these Invoices and
Bills of Exchange - accepted, paid, and pre taken into the hands of the
drawer in consequence, the evidence testimony so tendered would
have been sufficient. Imperfect as is the collection
of them, so far as they go, if they do no good, at least
they do no harm. But they do good: for so far as
they go, so far they speak in confirmation of the
fresh account obtained subsequently from the same quarter.

As to fraud, supposing any thing of that sort in the
case, in what imaginable supposition could any plan
of that sort have derived any advantage, either from the
sending in of those that are sent, or from the not sending in of those that are not sent?
To these questions it surely behoves those, by whom fraud suspected, if any such any the slightest suspicion of <add> possible fraud is entertained, if any such there be, to find and give an answer.
