A check is constituted
by fear of
legal punishment,
or by do of ill repute
according as the apprehended evil
is applied with or
without the appointment
of government

Good and or evil applying to men in the public trust in the character of its incentives
or checks may be applied either by the express designation of
some other man or company of men endowed with public
power for that purpose or without that such designation.

Thus all the designation factitious interests applying to men in
public states situation in the character of checks, are is reducible
to one of two simple general expressions — fear of punishment and
fear of shame or ill repute

No men liking
either, it will be
study every man
to exempt himself
from both

But in no situation, private any more than public
is it pleasant agreeable to a man to see himself exposed to
punishment; in no situation public any more than
private is it pleasant to a man to see himself exposed
to shame or ill repute

Whatever be the checks applied or sought or pretended
to be applied to a man placed in such a
situation, he an object with him will be, and that
a constant one, to exempt himself from their action as
compleatly as possible.

are be rare to be
acted upon.
From acting on
supposition such as
above, no harm
can arise: from
acting on the opposite
supposition, much
harm.

[If to this rule there be any exceptions no measures
or arrangements might ever to be grounded on the
existence of any such supposition of the such exceptions: if in the case in question
the exception supposed to have place does not really
take place existance, a the rule which is good fails to do harm only on the supposition
of its existence, does harm: and if in the case in
question the exception supposed to have place really has
place, still even as this and the rule which supposes it
not to exist, does no harm.]
