Even So applied Punishment
and ill repute
now will be avoided
and shrunk from
on a double account:
on their own account
and on that of the
coercion of which they
are made the instruments
In as well as out of power it being the wish of every
man to do on every occasion what he pleases, no man
any further than he can not help it will subject
himself or see himself subjected to any kind of check
to fear of punishment or fear of shame: both objects
will be on every occasion be unpleasant to him, in which case whatever
considered point of view on themselves nether in themselves, or in respect
of the purpose the restraint to which they are understood meant to be applicable applied
Whatever be the check to the action of which a man
is subjected, or meant or pretended to be meant or
supposed to be subjected, one thing may and one be
depended upon, and ought on many occasions to be presumed,
that his constant wish and endeavours will
be to avoid as much as possible to be subjected to it.
By Fear of shame ill-repute is here means fear of the ill opinion and
what is regarded as intimately connected with it
ill offices (including the withholding of good offices) at
the hands of individuals unknown and unassignable.
