without the
help of the Panopticon
construction or Sir S
Bentham's inventions,
Convict labour is capable
of being rendered
profitable and to a
large extent has been
though without the
encouragement which
under the Panopticon
controul would have
been afforded viz. to
each man a 1/4 of his
earnings.

That even without the
help of the Panopticon
construction Convicts
are capable of being rendered
in a Prison perfectly
orderly and tractable.

That by the Panopticon
construction the security
for orderliness and
tractability as also for
exactness of workmanship
and quantity of
work could not but be
much superior in the
case of the prisoners in
question to that which
has place in the case of
ordinary workmen,
working on ordinary
terms: in as much as
these prisoners would
have been at all times
all of them actually
in the sight of the
persons having the direction
of their labour

That, for a number
of Convict prisoners
amounting to 1000
in every year work
could, by means of
Sir Samuel Bentham's
inventions, the place
of employment being
a Panopticon as above,
have been executed to
a value sufficient to
render their earnings
per head, upon an average
equal to 2s.6d per
day, or some other
(and what?) considerable
sum.

That for the produce
of all this work custom
would by means
of the said inventions
have been found: in
as much as not only
by the dispatch produced
by these inventions
but by the advantage
of having the workmen
maintained out of
a fund independent
of the profits, the Claimant
would to the
extent of this quantity
of work have had
the command of the
market underselling
all masters employing
men on ordinary
terms.

That the effect of the
said inventions has
been the enabling
so perfectly raw hands
after a very short
practice to learn
to execute and execute
accordingly
work to a greater
value than is executed
in the same number
of hours by workmen
of ordinary
experience: in so much as
that of the prisoners
workmen in question
had been to be paid
according to the value
of their work to their
employer, the wages
of their labour would
have amounted to
more than the wages
of the labour of so
many ordinary workmen.

That at the time
of the acceptance given
to the Contract viz
Ao 1793 the ordinary
wages of the lowest
paid species of
labour were no less
than 2s.6d per day:
and that the ordinary
wages of men employed
in works of
the sort in question
did then and do still
very much exceed
that amount.
