Panopt. Compensation Claim III Contract
§.7 Other Rates
(2) 2 2 New York 1801
2. Of For this first year of the two years viz. 1801, the
Accounts of this Prison is do are not, to the purpose of the present
inquiry, to my own conception, altogether so clear as could
have been wished! From the original Accounts, which
as above my Arbitrators will, if such be their pleasure, have before
them, they their superior experience may perhaps
enable them to de render the matter clearer to this their
view of it, I have been able to render it to
my own view mine.
3. But any difficulty or uncertainty that may remain
in relation to the accounts of this first year
viz. 1801, will I am inclined to think be found not lessened
to have place in relation to at least if not not entirely removed, in the case of the Account of the other year, viz. 1802.
4. The o case is that this year 1801 is the last of
three years during in which the system of bringing materials
to work upon and tools to work with, and then, when
by the labour of the prisoners the materials were then worked by the labour of the prisoners
worked up into saleable articles, selling the articles
accordingly, was pursued throughout the whole of the year pursued In this way the state of profit and loss
was in such sort complicated that it can not easy profit by mans
earnings do does not appear to have been sufficiently distinguished
from Master Manufacturers profit by upon sale,
deducting interest upon capital advanced &c.
5. But the next year the simple mode of employing the labour of the
prisoners in working upon materials and with tools supplied
by Master Manufacturers as large being though unfortunately for the present
purpose not till
th about the middle
of the year, substituted
to that other complex mode, the Accounts of the Concern for
all the next year 1802 will (it is hoped) be seen to be clearer, as
well as the concern to be m itself more productive:
