Panopt. Compensation Claim III. Contract
§§ 7. Other Rates

(2) 2 Paul & Baker

5. Observation. True it is that for the thus inferred the existence of the superiority of profit
thus inferred, the Reverend witness requires, that the (it should seem)
in the character of a condition, that the regulations should
be "judicious" + + Penit.y Report 31
May 1811. p.41
judicious, I presume, in an ordinary degr
degree, and with reference to the particular object the on that occasion in
question, viz. pecuniary profit. With relation to this
particular object, in the whole of that Gentleman's evidence
nothing will, I believe, be found from which any proposition opinion
to dispute my to the prejudice of my title to the reputation of being possess in possession of this ordinary degree of judgment
will appear capable of being inferred. That my the plan so
highly and deliberately approved of by the late Mr Pitt and the late Lord Melville
has not been fortunate enough to obtain a favourable place
in the opinion of this Reverend Gentleman Gentleman is indeed but too is indeed abundantly manifest. But it
is by the supposition of its not being sufficiently favourable subservient to
the interest of my the prisoners, and not by an such apprehension
of any as that of a deficiency on my part, in respect of the capacity of taking and pursuing
necessary to make a man to take and pursue such
such arrangements as promise to be necess in an ordinary degree conducive to a
man's own particular interest, that the unfavourable impression which I have so much cause to regret appears
to have been made produced.

6. Of the abovementioned £1,15. a part could, according
to the expectation declared as above by Sir George
Paul be probably supplied from the other source mentioned
by him, viz. "the labour of the prisoners". But of this
part of the expectation I waive the taking any advantage.

7. Thus then stands in the case of this rate of profit, stands
the Estimate.

1. Supposing the whole expence of the Establishment concern
defrayed by the earnings of the Prisoners, the annual profit (as per Sir George Paul) profit would
be equal to the whole amount of the allowance money viz. £12,000.
2. But from this £12,000 as per Sir George Paul and Mr
Baker ought to be deducted, at the rate of £1.15s per man
& for the whole thousand, the sum of — — — £1.750
3. Remains annual profit for net annual profit — — £10,250
4 Multiplied by the common abovementioned common multiplier 24 1/2, this gives £252,125.
