§.7. Other Rates

(3) 3 Observations

In relation to the three last viz. the 4th, 5th & 6th of these same Rates
the fo observations to th some such effect in the following effect may perhaps
present themselves

IV. As to the 4th Rate viz. Sir George Paul's and Mr Baker's Rate

V. Against the Claimant.
1. In regard to the Opinion of Sir George Paul that it
is a naked Opinion, unsupported by an Accounts:
although the Pris only Prison, of and from the accounts of which that gentleman could have been speaking
was then, as for many years it had been, under his management.

Answer. It is one of the two only documents,
on the ground of which, so far as concerns economy, the
Penitentiary Committee, by which in the setting aside the Claimants plan for such causes and on the such Grounds that as
may be seen in the Report, acted: the Evidence of MrBaker abovementioned
being the other. These Gentlemen both of them
Magistrates, and chief in that quality b Managers, each of them, of a Prison, the two
only other persons examined being Head Jailers: viz Mr Newman Beecher a Supervisor
of Newgate, Mr Ives of the Horsemanger Lane Prison,
each of these two examined as to discipline only, and not
as to economy.

Of the two Magistrates, one, viz. Mr Baker
was lately I understand upon the as soon after the passing of the Act, appointed one of under the

4. For the Claimant. In this direction will be found
to operate, in the case here in question, the same observations,
Nos 1, 2. 3 and 4, which, in relation to the three preceding cases, have already
been brought to view.
