Never was my Contract less open to any such imputation
as that of surprize. More than two years before
it was presented in a definitive shape, had the principle of it
been under the consideration of Mr Pitt. Upon the acceptance
given to it by him as above, the papers were put into the
hands of Sir Evan Nepean then Secretary under Mr Dundas:
and to be which papers he showed me, and amongst
them I saw that letter of mine, in which it was first mentioned with that of Jany 1791 together with a note or
two on the subject between the two Ministers, mentioning
told at the same time of to declare of Mr Dundas to
Mr Pitt on the subject of the intervening delay, viz. that
it was "a burning shame" After the Mr Pitt's receipt of that ultimate
proposal of mine in March 1793, intervened the
last length of time taken for consideration, viz. the time between the
middle of that month and the end close of July following.
When the authority at that time given to me for taking my
arrangements was given to me by Mr Pitt it was at
this very same house that house of mine which I still inhabit at which with attended by Sir Evan
Nepean, myself and my Brother, he had been employing some hours in viewing the mechanical
operations
in question

in viewing such of the as had inventing the mechanical inventions/ in question together with the model
of the intended proposed building, such of the mechanical inventions as had at
that time been brought to bear.

When a few days afterwards, Mr Dundas
asked me "whether I had taken my arrangements," and,
upon my answering that I had not, in the doubt whether
I had been sufficiently authorized, I had as yet forborne to do so, kindly reproached me
for not having done so, it was at one of his Offices,
(the East India Contract Office, I believe) after he had, attended
in like manner to Sir Evan Nepean, my Brother and myself,
been at my House, taking the of every thing object the same
view that had been taken by Mr Pitt.
