2. Much higher of course will is the mark which the amount of the saving
will be to be set at, if so it be that at the time in
question the Land b is considered as actually capable, or within
within a near prospect of being capable (allowance made
for the present it is to be hoped temporary distress and consequent glut of
houses) capable of being let on building leases. Tothill Fields —
the waste which all along runs parallel to it — is already
(I have been told) a considerable part of it (for as to seeing
it with my own eyes, nothing but absolute necessity will
ever draw me to a spot so fertile in painful recollections)

But, for any such purpose, the value of that waste
must, I should think be very inferior in comparison
of the Estate in question — viz the Milbank Salisbury Estate
For half a mile in length pretty exactly, it skirts
the river: and throughout at that length it is lies interspersed
between the river and Tothill Fields.

Here then would be a further subject of enquiry,
if in the view taken of the subject by my Arbitrators,
it be not should be deemed worth the while.
