Panopt. Compensation Claim 1. Capital expended
(4) Deficit all claimable
Dissipation, none

From the late Sir John Parnel for example, then Chancellor
of the Irish Exchequer I received proposals for going over
to Ireland, there to set up a Panopticon Penitentiary House,
and all the on the same occasion an invitation in the same
time to go over to Dublin, [+] [+] (I have preserved
his letter)
and make his home my house
for six months.

When M. Tulleyrand too a few days after his arrival
from Paris in the character of Minister from the French
Republic to this Court, made me a visit in form, for the
purpose of conveying to me an invitation from the Administrative
body of the Municipality of Paris, to go over
to that capital and set up a similar establishment,
accompanied with an invitation from the Duke Duc de la
Rochefoucault
at that time the President of that same body,
and regarded as taking every thing together the very first
man in France to occupy for six months at least
an apartment which has been allotted to in his House,
at which though not personally I was already in respect
of reputation pretty well known: not unknown and soon not long after in the
character of Emigré came his over his first cousin the
duc de Leancourt.

Besides these foreigners of des and other Frenchmen
foreigners of distinction from various parts of the Continent
whom my Brother had become acquainted with in the course
of his travels, occasionally dropped in. In those circumstances, such as these, under in the we stood in of protection
and protectors, against the irresistible and at first secret opposition
of which the effects were so severely felt though the grounds of
it were never announced, the expense of acquaintance
upon terms not altogether different from the usual mode
presented itself as little less necessary than that of the workmens
pages
and our own strictly necessary subsistence.
