may strike a medium between this and Paul's
N.B. Paul's as it is, is the most favourable
on which the Committee could ground their Report.

In the Table, howsoever it may have happened, every thing
that regards time is left blank. It is signed James Nicholson, Governor

The principle part of superior and by far the most extensive part of it
is employed in p exhibiting the employment of the prisoners
during a particular week. In the inferior part is a division
intituled Statement of the Accounts for the last week: another
intituled Statement of the Accounts for the last year: a
third, intituled General Observations.

But neither to at the signature nor to in any other part of
the Table is any determinate date expressed. In the body of the evidence
two years, as above are expressed: but with the
Statement of the Accounts for the last year whatever may
have been this last year agrees not with the such particulars
given in relation to either of those years.

In the production of this estimate, or rather of this abortive
attempt to frame an estimate, my object has
been to present to my Arbitrators the least favourable estimate
which it had been in power any where to find.
For in whatever way taken, their result appears to me sufficiently
clear viz that it would be in a very d high degree
though I am unable to say in what precise degree less
favourable to me than any one of these others. Should it
any estimate present itself to my Arbitrators as deducible
from this source, it will form one to the add to the number
of estimates between which, applying after such additions
or defalcations as to them may appear reasonable, the case may appear to them to call for to take make
their device.
