S.7. Rates of profit in pari materia. II. New York Rate for the Year 1801 as per Experience

Grounds of the Statement made in relation to this Rate.

1. Anno 1801, or not long after, Thomas Eddy, a Quaker
of New York, with whom I had not any acquaintance,
sent me a pamphlet of 97 pages large 8vo with tables,
intitled, "an account of the state prison or penitentiary
House in the City of New York." —

"By one of the Inspectors of the prison" as appeared
afterwards this M<hi rend="superscript">r. Eddy himself.

2. For this first of the two yeares vizt 1801, the accounts of
this prison are not, to the purpose of the present enquiry,
to my own conception, altogether so clear as could have been
wished. From the original accounts, which as above, my
arbitrators will if such be their pleasure have before them,
their superior experience may, perhaps, enable them to render the
matter clearer to their view of it, then I have been able
to render it to mine.

3. But any difficulty or uncertainty, that may remain
in relation to the accounts of this first Year, viz. 1801 will,
I am inclined to think, be found lessened at least, if not
entirely removed, in the case of the account of the other
Yeare, vizt. 1802.

4. The case is that the yeare 1801 is the last of three
yeares, in which the system of buying materials to work upon,
and souls to work with, and then, when by the labour of
the prisoners, the materials were thus worked up into
saleable articles, selling the articles accordingly was, throughout
the whole of the yeare, preserved, in this way, the
state of profit and loss was in such sort complicated,
that profit by mere earnings does not appear to have
been sufficiently distinguished from Master Manufacturer's
profit <hi rend="underline">upon sale, deducting interest upon Capital
in advance, &c. —
