by myself, and, after my death, by my Brother, as above.

This will be a fixed number, applicable, in the character of a
multiplier, to whichsoever of several rates of profits may be deemed most
reasonable - most analogous to the case in hand.

To this purpose, the dates, partly actual, partly hypothetical,
that will require to be taken into view, are the following -

1. Date of my proposal to Mr Pitt, in the form in which it was
accepted by Mr Pitt and Mr Secretary Dundas - 137 March 1793.

2. Acceptance given to the said proposal in July - given in
divers days days of that month - say therefore 31<hi rend="superscript">st July 1793. check these
are actual dates

3. 1794, July 7th Act 34 G.3.c.84 passed in consequence. All
these are actual dates

4. Day, on or before which the Penitentiary House
might have been completed, & the 1000 prisoners received into it,
but for a continuation of those delays, which took place on the
part of Government, amidst regrets frequently expressed by
official persons concerned, notwithstanding any incessant solicitations,
and without any default on the part of myself. (the other
contracting party) ever imputed or surmised - say 29 Sept. 1795.

N.B. In this assumption, 1 year 1 month & 22 days is the length of
time assumed, as that, within which the business might have been
completed. In the recent case of Drury Lane Theatre, as stated
in the public prints, the building was completed considerably
within the twelve month. In the Penitentiary House, there would
not have been so much as a fourth part of the work of all kinds
performed in the institution of that theatre; and in regard to the
private interest operating as a spur it is obvious how much
more concentrated the interest was in this, than in that case

Of this length of time no part can be considered as required
for the obtainment of land, for the site of the establishment. Land
allotted
