of other land of his, not far distant, which hope, when his Lordship found
himself strong enough, was put an end to, as above.
For the commencement of the undertaking, a period earlier
by half a year than as above, might have been assumed. For, though
at the time of the acceptance given to my proposal, viz. July 1793,
it was too late, that year, to obtain the necessary Act of Parliament,
yet there was nothing to hinder it being obtained, at least as early
as 25 March 1794: the Act being a thing quite in course, and no
opposition made or expected. I mention, as being Quarter day, the
25<hi rend="superscript">th</hi> March 1794, For, remarkably late as was the commencement of
the Session in that year, the contract <add> earliest</add> Act was past as early as the
21st of the preceding month, February.
Nor had there ever been any want of full time for the
consideration of the business: for, of my first proposal the date is
+ Mr Bentham to R. Hon. W.Pitt 23 Jany 1791
as early as 23d Jan 1791 +, more than two years antecedent to the date
of that, which was accepted in terminis, as above: of a second Letter on that same subject 13 Feby 1792:||

neither Mr Pitt, nor Mr Secretary Dundas, had seen there works and
models, by the inspection of which they were determined, as above:
models: I mean of the new invented species of building, by the peculiar
construction of which the prisoners were, every one of them, kept, at
all times, present to the eyes of any number of persons, stationed in
the central part of it at once.
On looking over the papers, attached to the above mentioned
Finance Committee's report, an Epoch of later date, viz. some time in August 1796,
may possibly present itself as the more proper one: that or thereabouts
being the Year in which the Draught of Contract, which, waiting
for nothing but signature, had received the sanction of the Law
Officers, bears date (the month being in blank) in the Copy printed in the Finance
Committee report 28th June 1798, and reprinted in the Penitentiary [+][+] Committee report, 31 May 1811. As
to this matter, true it is, that had the signature
taken place accordingly, what soever had been the delay incurred
down to that time. no compensation should I ever have applied
for, or proposed to myself to apply for. But, in point of fact, no such
signature
