signature did take place, not are were any reasons ever given why it
did not take place. Therefore, for any such purpose purpose as that of lessening
my claim for compensation, now that at last I am reduced to make
one, no more reason can be found for fixing upon that epoch, than
upon any other, how much soever more recent, point of time.

If, for any such purpose as that of reducing my compensation, it
were competent to Government to take advantage its own delay,
for the same reason for which it might take advantage of any one
portion of that delay, for that same reason might it if any and
every other; and in this way strike off compensation altogether.

So early as in 1793, a Contract, in conformity to the proposal,
was on the point of being drawn up and signed. Sir Evan
Nepean was at that time, Under Secretary for the Home Department,
under Mr Dundas. It had been a conception of his, tho', at the time
of his mentioning it to me, he acknowledged, an erroneous only
that the Secretary of State was already in possession of powers
competent to the purpose. Under that idea; at a first meeting
he and I had made some progress: appointment had been made
of a second meeting, at which it was mutually expected that the
business would have been concluded. On my attendance at the
Office at the time appointed it was then that he spoke of the above conception as
a misconception of his own, and informing me, that it was
with the Treasury that my negotiation was to be carried on in
future, put into my hand of his own accord, without saying
any thing further, as if to serve me as a Voucher in case of
need, the memorandum in Mr Pitt's hand, of which mention
is made in my Examination, as above: and then, or not long
after, he took me to the Treasury, and introduced me for the
purpose, to M<hi rend="superscript">r Long</hi>, at that time one of the Secretaries.
