§.6. Rate of profit expected by the Contractor.

On the subject of the mass of profit, which, had the
contract been fulfilled, it is my opinion that I should have
reaped, it is (I flatter myself) sufficiently understood already, that I
make not, at the expence of the public, any such claim as that
of being made to receive, under the name of Compensation for loss and
"damage by the non fulfilment of Contract" any sum approaching to
that, which would result from the acceptance given to that rate, in the
character of the probable and proper rate.

But, submitting as I do, without disguise or exaggeration,
the grounds of the judgement, which, had it even been my interest to
reduce the amount of it, I could not have refused to pronounce,
I cannot, in the mere magnitude of the Estimate thus formed, find
anything capable of so much as authorizing me, much less of requiring
me, to substitute, to one which to my judgement, appears
conformable to truth, any other; which, to the same judgment, appears
not conformable to truth.

Of the sort of hands, whose work the machinery in question
was calculated to execute, not only without need "either of
"dexterity or goodwill" but with an increase of dispatch, correspondent
to that which, in all other cases, has always been given to all
such works to which machinery has been applied, the usual
rate of wages was considerably above that of the wages of ordinary
labour: in some instances, several times the amount: and, among
the several trades which lay within the reach of our mechanism,
it was in our power to make choice of the best-paid trades:
