§.7. Rates of profit, expectation from the same number of
prisoners, maintained for the same length of time, for the
same allowance per head, under the several different plans
of management, in other prisons: viz. partly as per experience,
partly as per estimate.
Allowance per head per annum, £12: Number of prisoners
1000: Duration of contract, years 24 1/2: these being as above,
taken for so many data, some light, it was thought, might possibly
appear to be thrown on the subject, by Accounts and Estimates,
such as it has lain in the Claimants way to collect from other
prisons. The great difference, in the circumstances of these
several cases, as compared with those of the principal case, will not
escape the observation of the Arbitrators. The difference in the
correspondent rates of profits, will be no less conspicuous.
Six documents of this sort - Accounts and estimates together -
have been collected.
They may be designated as follows, viz. -
1. Pennsylvania Prison Rate as per experience of three
quarters of a year, ending August 1. 1796.
2. New York Prison Rate as per experience of the year 1801.
3. New York Prison Rate as per experience of the year 1802.
4 Rate, resulting from the opinion pronounced in and by
the Evidence delivered by Sir George Paul, Baronet, to the Penitentiary
Committee Ao 1811, as per Report dated 31 May 1811, in relation
to the expence of a Penitentiary House, with the exception of that
of the Official establishment, combined with the Opinion, delivered
on the same occasion by the Revd Mr Becher, in relation to the
expence
