1. Pensylvania Prison Rate, as per experience

Grounds of the statement made of this Rate. -
The source from whence it is deduced is "An Account of the
"Pennsylvania prison at Philadelphia for three several quarters
of a year, following one another, the last ending 1 August 1796:
as delivered in to the governing body of that State, and under
the title of "A Visit to the Philadelphia Prison &c by Robert J.
"Turnbull of South Carolina. first published at Philadelphia, afterwards
viz. Anno 1797, republished by Phillips, George Yard, Lombard Street.
This, for any thing I have ever heard, is the most recent account of
that Prison that has ever been to be had in England.
The ensuing particulars are extracted from a very
extensive Table, the title of which is as follows, viz. "Abstracts taken
"from General Statements of the amount of labour done by each
"Convict, and at what occupation, in the Prison for the City and
"County of Philadelphia, for three successive quarters, commencing
"from 1st October 1795: together with the Amount of Provisions,
"Clothes &c. furnished each Convict for the Quarters during the
"same period; which General Statements are contained in three
"Quarterly Reports, made to the Board of Inspectors, by the Clerk
"of the Prison, on the 1st Feb. 1st May, & 1st Aug. respectively.
