It was not then till the year 1802, that, in the Philadelphia
prison, the more simple and advantageous was substituted to the
less simple and advantageous mode. But neither was it, in that year,
till half the year had been employed on the less advantageous
plan that the change took place. "The Inspectors" (says the
Report p.1.) "had for a considerable time contemplated to enter
"into an agreement, with persons in the city of New York, to
"provide the raw materials, and to pay a fixed price for the articles
"manufactured; but this agreement did not take place, so as to
"be put in operation, before the middle of the year. The materials
"and goods remaining were then sold off; and though this sale
"was attended with some loss, the advantages resulting from the
"change, are found to be great."

In speaking of their system of Management, as not
having as yet "fully attained one great object of their wishes, as is
"that of rendering the labour of the Convicts adequate to the support
"of the prison," and thereupon ascribing this state of comparative
imperfection to "the many difficulties" of which they give an account,
an observation, which they add, is - that "those difficulties will probably
"diminish every year with the encrease of experience": and
thereupon it is, that they exhibit the proportion between the
expenditures and receipts of this same year, as above set forth.

On very good ground indeed will it appear, that the expectation,
thus modestly expressed, was founded, when it is observed, that, in
this same year, though, as above, no more than half of it was employed
on the more simple and advantageous system, yet (to pursue
the words employed in this same page of the Report) " the net profit
"on the work and labour performed by the Convicts, amounts to
D 21,874 " C. 43: while, in the account of the last preceding year, 1801, as
above, the corresponding Article (p.94) runs (as has been seen) in
these
