these words: viz "The net profit of the Labour of the Convicts in the year
1801, produced from a capital employed, not exceeding Dollars 20,000

In this same Account, if, with reference to the present
purpose, there were any adequate use in scrutinising into it, two
other points would, I imagine, be found observable -.

The one is - the great liberality of the allowance made to
the prisoners in the shape of provisions, compared with that made
in the case of the Southwell prison, which will presently be brought
to view.

The other is - the multitude and high pay of the persons employed
in the management of this American prison, compared with
the number and pay, which, in the judgement of the Reverend
Manager of that English prison, would, in the case of a prison on
the Panopticon plan, have been requisite: the number of prisoners
in this American prison not being half so great as that which would
have been constantly contained in the Panopticon prison, viz. 1000,
under the terms of the contract.

And note, that besides their respective Salaries, as above,
in the Philadelphia prison, all the above mentioned official
persons had their diet, and washing, the expence of which, of the
diet at least, may be seen forming a separate item in the Accounts
of that prison to the amount of D 2,538 " C. 68. for food and drink, besides
the charges for washing and other articles.

What renders these accounts so trustworthy, and comparatively so instructive, is - that
of all the several articles purchased for the use of the prison
there is not any one sort that does not form a distinct and separate
article: and to the sorts with very few exceptions (still better
had it been with none at all) are added the quantities.
