brought to England, in any such way as had been intended. In quality of
neutrals, American vessels were therefore engaged, and the herrings thus
brought over. But, in the course of the delay thus occasioned, the dearth
experienced relief, and the herrings (it was found) could not be disposed of
without positive loss.
On the occasion of an application to Parliament for compensation
for this loss, by the evidence delivered by Messrs Chalmers and
Cowie themselves, supported by proper vouchers, a loss was stated, and ,
on grounds, which upon the face of them appear reasonable, of a loss
actually incurred to no less an amount than £60,000. The am
given to them by Parliament was however (it will be seen) no more
than £25,000. The principle being admitted, viz. that Administration
though in that case without any the slightest imputation on that
score, having, after encouragement so given, including the expectation
of the necessarily implied profit, by its own act taken away this
profit, and even converted it into loss, the suffering parties had
for their indemnification, a reasonable claim upon the justice of
Parliament - this principle being admitted, whence happened it then
(it may be asked) that the compensation given was not equal to the
whole of what, as above, was looked upon as proved to be the amount
of the loss? Through the medium of a third person, I obtained
t'other day, from one of the partners (Mr Cowie) an explanation,
by which an answer to this question was afforded. When the herrings
came to London, had they been sold in London, £25,000, the Committee
were satisfied, would have been the whole of the loss. But, thinking
to avoid that loss, or reduce the amount of it, the gentlemen in
question, though not without very ample
advice (as Mr Cowie's Evidence as printed by
shews) yet without the privity of Administration here,
sent off the whole of the cargoes, to the West Indies, or other
parts
