unsurmountable depression, and unalleviated bitterness: of the cup of
life, no part left unpoisoned but the very dregs; (and what shall be the
fate of that small remaining part, depends this moment upon the Arbitrators)
So much for the effect to for the cause, there it was an act of the moment -
one single act of the hand of government: here the cause has been a
burthen, of undiscontinued, and every now and then aggravated affliction,
kept, during all that time, pressing on the spirits of the suffering individuals,
by that irresistible hand. There tho' it was with the individual
that the application for compensation originated, the placing it upon the
ground of right was by that same individual, anxiously disclaimed: +

here the proposition of compensation originated with government
itself; and, in the tenor of the Statute, the right of the individual
is recognized in the most explicit terms, - "whereas it is just and reasonable"
that he should "receive a liberal compensation" and so forth.

As to other precedents, on this occasion, the embargo in
question having, by the mercantile gentleman in question, been stated
as the cause of their loss, for the purpose of affording to their claim
additional support, viz. in the way of precedent, evidence was produced
by them, of allowances made by government to other persons, on the
ground of loss produced by this same embargo. On being cast up,
the total of the losses, thus specified as compensated for, appears to have been £110,881 " 10s " 6d
to which same afterwards to be added the 25,000£, so granted as above.
