Regarding
this expedient as one of the mildest as well as most
efficacious p instrument of public security that can the
be directed nature of things affords, I can not but be proportionably sollicitous for its adoption. What — What could not be stated in
the Bill is that if prejudice should take up umbrage
and raise a cry of cruelty, I would with all my heart
