Sect. XIV. intitled Correspondence facilitated.

1. Country Post Masters charged with the conveyance of
notices &c addressed to Parish Officers &c whose individual
direction happens to be unknown. N.B. A proportionable
fee is allowed.

2. Register to be kept of the Panopticon Penitentiary-House correspondence
for this and other purposes on such terms as to render
it unexceptionable evidence for as well as against the Governor.

3. Printed Forms to be provided by the Governor for the correspondence
and other business. ☞ These forms, as far as
could be done in this stage of the business have been drawn
up and annexed to the Bill. The object is to reduce
the trouble to all sorts of persons as much as possible
and in particular to such persons as have no interest in
the business.
