Sect. XIII intituled Prisoner's Settlements.
Note☞ + Without this Section, the engagement of a man in the
Metasylum will give settle him a new Settlement in this the
whatever Parish the Metasylum happens to be in which it is situated:
and consequently th his family, existing and future. Hence
a heavy and continually accumulating burthen, the weight
of which, if suffered to rest upon any one Parish, might
to many a Parish be a intolerable. This burthen too
might, in the hands of any one who had such an establishment
of this like the Metasylum to set up, be a means of
laying under contribution all for every Parish near
London, or indeed any where else, but one, and of tyrannising
that one.
A provision which (as in the Friendly Society
Act) should content itself with preventing such service
from having the effect of giving a conferring a forced Settlement, would
relieve give relief to the Parish, but would in the present instance be productive of the most
cruel hardship to the Metasylum-men and their families.
The burthen would thereby be left
to rest upon their several existing places of Settlement
all over England, and so far there is no harm done.
But as Paris a Parish &c can not not give relief to any body but
on the terms of residence within the Parish his being
already in the Parish there or being removed thither to
receive it, the consequence of an such arrangement would
be a virtual general dissolution of natural relations, including a system
of forced divorces.
