My View now is to make the provision a compleat one, sufficient
of itself in the instance of for such and every one of the pensioners Annuitants: and
my hope is and belief is, that that object so desirable an object will be accomplished.

One difficulty will here occur: viz: that a provision of this kind to a certain
amount will be equally
be required by requisite for all:
at the same time that
the fund quantum of
the fund out of which
considered as it formed
out of and depending
on the contributions
of the several individuals Annuitants
above
the provision
is to arise, viz: the
sum of the contributions
that can
savings
that can be made out
of each mans earnings
during the continuance
of his term, must
be liable to
great
inequalities must as well

But allowing admitting the wants to be uniform
the ways and means the quantum of the supply so long as it proceeds is grounded
on the same principle, is susceptible of infinite
inequalities degrees of inequality

Some will
be young, others already old: some will have
a term as short as two years to stay, others
wi may have seven years or more. The constitutions
and habits of some will enable them to keep
on earning a subsistence to a later period of
life: others will require this period to be accelerated..
All these inequalities must be in some
measure be removed: for while any have a sufficient are indulged with an
abundant provision, none ought to be left without a sufficient
one. The first thing then to be done is to
establish a minimum: below which no man's
allowance shall be reduced.
