To make up this minimum for all, many, it
is evident, must see the provision, that might be otherwise
be made for them, curtailed. The young
must be pinched in favour of the old: those who
have the whole of their term time to pass with me, in favour of those
who have passed more or less of their term it on board
of the Hulks or in other prisons; in favour of
those who have the whole of it to pass here:
those who have a long sentence to undergo, in
favour of those who have but a short one: possibly too those
who have a better constitution in favour of those
who have a worse. But as [+] [+] in all these instances
the burthen will fall the heaviest on
those who are lest able
to bear it, and that
the benefit t will, to
them, as well as to the
others, be so much
clear gain, the burthen of the provision will
be all of it clear gain to those who purchase it
at the dearest rate none it is to be hoped will
think themselves aggrieved: none at least, I
may venture to say, will have reason so to do.
The parable of the labourers who were received
the same pay though hired at different hours,
may serve to stop their mouths at least, if not
to satisfy their desires.
