In the practice itself there is nothing new: on the
contrary it is these summary names are in universal and constant use, every where excepting
but in it is observed not only be every mouth but by always the single occasion on which on all occasions
every one with the single exception of the one person except that on which it the use of them is most of most importance. The
who by whom the law is drawn up for the use
of every bodys hand by which the law is passed. The
innovation then, such as its is, consists in the removal
of a peculiarity and that of the most preposterous and
inconvenient kind: in enabling people the legislative draughtsman to
speak of his own draught a Bill after another draughtsman its conversion into a

the subject-matter and occasion of the business compri be enabled to catch a general idea
