Panopticon Bill Reasons
A new choice (as far as the Proposer were
to be concerned in making it ) a power from which
he could not be wholly precluded as will be seen
presently) a new choice would lodge a very strong
simple and extensive power in the hands of an
individual, who were he to listen to the suggestions
of personal interest or passions affections might be pers under
temptation to abuse it. He might pick out situations
adapted to his own interest or experience, to
the disregard of much superior interests on the part
of great numbers of individuals. By the power
of turning the scale as between situations standing
on the same footing on point of apparent eligibility with a
the view to the public service, he might lay individuals
or even neighbourhoods as it were under
contribution. it is not for him It certainly does not lie in his mouth to say that he by
would actually be guilty of such abuses: and him any such oppression would actually be exercised: and
to the few who may in the paper into whose hands this paper may come it may perhaps
appear, that the more ready a man is he has been to
point out such give warning of the temptation, the less likely he
would be to yield to them it But constructions thus
favourable are not too commonly much to be looked for from on the part of the
