Panopticon Bill Choice Reasons

A new choice could therefore not therefore
be made with any propriety be made without
giving a deal of trouble to exercising a load imposing a second load upon some of the first persons
of the Kingdom, whose time could very ill be
spared. It cost three years to get from them
a first choice: what would it how much more time would
it cost to get a second? What spot can it be too would it be
expected they should choose? expected of them to choose? — The same spot? —
It would be actum agere: a solemn and expensive
farce. A different spot? — but why a different
one? They must condemn their predecessors: they
must condemn themselves: for in respect of a considerable part
if not the greater part of the number, if not the majority the body is
still composed of the same members. They must pass
condemnation then on the former choice: [and be what to
what purpose? and] but on what grounds? and to
what purpose? [I am sure I know not.]

Will it be said that the neg neighbourhood was
not the not on that occasion sufficiently considered? the pleasurableness
of the neighbourhood situation, and the tasks and feelings
of its inhabitants? — That can not be. A prior
choice had actually been made: that prior choice rejected
by this very tribunal, a 2d and on this very ground of objection;
