Art. 3. And Whereas after a years experience of the conduct of a quondam
Penitentiary Prisoner when employed at large in the Metasylum any such certificate
as aforesaid would naturally operate with increased force, and by the presumption it would
afford, of the good behaviour in any other service would in like manner operate to
the extension of his field of option and to the consequent alleviation of the burthen
of his dependence And Whereas the strength of such presumption would naturally
increase with every repetition or renewal which after a fresh interval of experience
could be made of such Certificate Be it enacted that at the expiration of
every Year of Metasylum man or woman's service in the Metasylum, or at
any other times when occasion may require, the Governor may grant to him or
her a Certificate of Good-behaviour therein: which Certificate may be according
to the Form marked [E.2.] subject to such ampliations, restrictions or alterations
as the case may appear to require: and as far as truth will warrant he is hereby
exhorted so to do.

Art 4. When any Metasylum man or woman has obtained for three years
without interruption three such certificates of good behaviour as aforesaid, the Governor may
at any time at his discretion annex to such Certificates a Declaration of absolute emancipation
or discharge, which may be according to the Form marked [E.3]
and of which the effect shall be that such certified person shall no longer be
bound to make any such election as aforesaid.

Art. 5. Notwithstanding such emancipation the emancipated person's
right of being engaged in the Metasylum from year to year shall continue.

Art. 6. Also the Governor's Bondsmanship for him or her in respect
of Post-liberation Felonies: and that although no such engagement in the Metasylum
should have taken place.
