Metasylum VIII

of the third Year of his Majesty's reign the liberty
of exercising any trade was without exception has given (without any exception in respect to of trade
or place but that of the two Universities) given
to all such men as in the capacity either of Mariners
or Soldiers had theretofore been employed
in his Majesty's service and not deserted, as
also to their wives and children the same composing altogether a
multitude who by their number could not but
contribute much more to the overstocking of employments
in general, and by their quality of
guiltless subjects stood less in need of invitation
incitements to industry than men whose aversion
thereto has been manifested by their crimes

And Whereas the prosecution of one prison such member of
a family for the exercising of a trade which may is
allowed to
be exercised by another member of the same family
would be productive of much vexation and to of no use
⊞ And whereas by a State of the fo 3d Year of King Charles 1stCh. 4. powers are given to Parish Officers to set up and use any trade, mystery or occupation for the setting toon work and better relief of any the Poor and And whereas none are so deplorably poor deplorably and truly poor as those whose characters as well as other means of lively hood of are gone

Be it enacted that all Penitentiary Prisoners
may as well during their Penitentiary Terms
that without any exception of trade or place And

as for ever afterwards as also their respective Wives
Husbands and Children "exercise any such trades employment as they
are apt for"
any Statute forbidding trades to those
who have not served Apprenticeships as also any
local custom by-law or custom (those the privileges of the Universities
of Oxford and Cambridge excepted) notwithstanding.

N.B. This special Non-obstante seemed necessary to avoid breaching upon Patents which the above State does by its generality, doubtless without unbinding it.
