To the Governor and all under him

Art. 11. And whereas the aptitude o acquired aptitude
for the exerciseacquired on the part of such liberated
Penitentiary men with respect to for the exercise of trades will
depend in a great degree on the instruction turn
to this indust are made of their labour
either in the Metasylum or in the Panopt
Penitentiary House or in both And whereas or
it is as much the interest of the Governor as
theirs that their labour should be applied to such
employments in which it will be productive of most
profit. And whereas without such liberty conditions
equally advantageous for the Public could
not be obtained from the said intended Governor
Be it enacted that as well the Governor
in Panopt as every person employ'd under
him in the management either of the said Penitentiary
House or of the said Metasylum shall
sharing these continuous in such employment
have the same liberty of exercising the employments
as hath herein been granted to the said
Prisoners.
